In case you're still confused...

Once again, muffins, I am not a real person – sadly, neither is my manservant.  I am a fictional character who has arisen as a form of political satire – a freedom of expression protected by no less than Section 2(b) of the Canadian Charter of Rights and Freedoms.

As stated by those sweet duckies at the Canadian Department of Justice, "The Supreme Court of Canada has maintained that the connection between freedom of expression and the political process is "perhaps the linchpin" of section 2(b) protection.  ...  Free expression is valued above all as being instrumental to democratic governance."  And forget we not the Canadian Civil Liberties Association, who declared "When government actors are allowed to decide which opinions can be expressed and which cannot, an open, vibrant and diverse society quickly breaks down.  ... Informed political debate requires that [freedom of expression] be strongly protected, and it is only through free expression that individuals can take action to ensure that our governing institutions are held accountable." 

To the thin-skinned council members who are terrified of accountability and criticism, I leave you with the words of Late Great Patron Saint Dorothy Parker:  "Ridicule may be a shield, but it is not a weapon."   And with the words of Blissfully Still Alive Patron Saint Anne Lamott:  "If people wanted you to write warmly about them, they should have behaved better."
